What do you mean by "empirical"
Some problems are more well defined, with few options and not much uncertainty. Other problems are less well-defined, with many options and a great deal of uncertainty. The former benefits more from methodical, data-driven decision making. The latter benefits from heuristic decision making. I use an empirical approach to gauge the nature of the problem and then decide the best way to approach it. This leads to decision making and problem solving with better outcomes.
